2. Use analog stick in my old gamepad. This need to do action when stick is between hmm 60% and 70% (turn on click) and then go to 100%, when i release stick then is going back from 100%, hit 70%-60% range again so do click again and turn off blinker.

Ye can't disable the limiter if you're on those sort of jobs, you can only disable the limiter in the settings if you take a job from the freight market and also possibly the quick jobs as well?
